An article in Telecom Web outlines Gov Eliot Spitzer's plan to bring universal broadband access to his state. Many states are now recognizing the economic benefits of broadband deployment and IT. As we have noted in the past, the ConnectKentucky program has been successful in executing a public/private partnership that has significantly increased broadband access and expects to 100% availability next year.
